Okay, some explanation of this part is also needed. I thought that the first 8 blocks of Bourbon St. was already pedestrian only from the afternoon until early morning.

Are they closing it 24 hrs? (What about service/delivery vehicles?)

Are they closing it all the way to Esplanade?

Will they still allow cars to cross over on the cross streets? (If not, the VC will be in total gridlock 24 hrs/day!)

They have to allow deliveries. Could you imagine a delivery guy trying to carry pounds of seafood down to galatoires on bourbon street? Nah

So at 3AM no one will be allowed to enter a bar, instead, they just have to stay in the one they are in already? So what time can people start entering bars again? That is stupid because.. I would be surprised if every bar will enforce this. Who is to say someone entered a bar after 3AM?
