Video them aND turn in the videos to the police. It's the only way. If that doesn't work Contact the media. I'm guessing your neighborhood doesn't have a citizens safety group? That would be a different procedure.

Sorry for not clarifying in my OP :
I initially reached out to the parents via FB and said :
"I know its convenient to let your kids ride around the neighborhood , but its very loud and a nuisance to the peace of the neighborhood. Please be considerate of your neighborhoods and have them ride on a closed course track . "
response : "frick off " .
I then started calling the cops every time I heard it. Non Emergency asks if i want to file a complaint , I say yes. Im hoping they will get tired of dispatching and just pick up the bikes or something.. idk.
I used to get constant complaints about a motorcycle that was REALLY loud. I stopped the driver and after giving him a verbal warning he complied and stopped using that bike. This falls under the Texas Transportation Code, Sec. 547.604. Muffler Required:
(a) A motor vehicle shall be equipped with a muffler in good working condition that continually operates to prevent excessive or unusual noise.
(b) A person may not use a muffler cutout, bypass, or similar device on a motor vehicle.
The violation we see most under this section is a loud muffler. If the muffler is loud, harsh, and seems "unreasonable" to the peace officer we may issue a citation. The courts will typically dismiss the citation if the violator corrects the problem by having the muffler removed and replaced with a normal muffler.
My only hope is the non street legal angle.

download a decibel meter for your smartphone.
film them riding with that app in foreground of video.
but I have thought about this further. all you need to do is buy a dirtbike and go ride with them. when they see you on one looking goofy they will see it isn't cool anymore and find something else to do.

I'd be pissed too if they're actually as loud as you say they are.
That said you handled the situation like a giant pussy so you deserve it. Do you get upset when your neighbors' leaves blow into your yard too?

You say you have a HOA association? You need a copy of the covenants for the neighborhood before accepting their so sorry attitude. Had a similar problem 3 kids across street with bikes and no mufflers who rode in circles all afternoon and weekends. Got enough neighbors together to threaten the developer and the covenants showed a no noise statue. Took a year he had to get attorney involved but it stopped. Yeah we were not exchanging Christmas presents but they actually moved.

OP where do you live? I think this might be my neighborhood. Not the parent though.
