We have 25 tables at our wedding. Table 1 goes in the middle and we have the charts laid out to have 3 tables on each page. So there’s 8 around the center. It’s a 3x3 grid. It will sit up on an easel.
It’ll basically be the size of a 24x36 poster.

Instant bond with the activator from Lowe’s. Works great on wood and sets in about 10 seconds on wood and you can’t hammer it loose. Doesn’t work to well on other materials but on wood is great

What's obvious is that you didn't mention what the picture frames are made of. That's essential information. Not only that, but there is plastic and there is plastic.

Don't overthink this, Loctite PL375 is $3 a tube and works great as a general purpose construction adhesive that is easy to work and clean up. I keep a case on hand and use it all the time for repairs on all kinds of substrates. I used it to tile the backsplash in my kitchen, only a small area and vastly easier than mixing up a batch of thinset.

This sounds more like the wedding reception than the actual ceremony. If that’s the case, you’re expending a lot of energy on something most people are going to ignore. Your guests are going to be looking for food and booze not trying to decipher a 3d seating chart you’ve placed in the middle of the room.

Are you making the family drive to Tennessee for the wedding or making the trip back to 3rd world Louisiana?
Just buy a 36x48 poster board for $3.37 from Walmart and double side tape the collage to that. Splurge for the all black one for class.

Is this what you are building?
Just drill a couple blind holes at each end on the backside of the picture frame and through your 2x4 and fasten it that way. Probably use a 1x4.

That is pretty close to what is being built. But a little more orthogonal and the wood backing won’t be showing.

caulk would hold pretty well. may need to rough up the plastic a little
