Single engine cesna pilots are the "Asian female drivers" of the sky.
If the F16 has an IRF clearance limit and on an IFR flight plan it is not his fault. It doesn't matter that he was making practice approaches in VMC conditions (VFR). It's a good idea to look out the window for traffic but some training flights put the student under a hood to practice flying IMC
With both aircraft having functioning transponders and both of them turned on their TCAS should have gone off.
Flying VFR below 10k is dangerous and it's not just close to airports. There are IR and VR routes scattered all over the place and the military flys low and fast in those all the time.
To be safe just file a flight plan (before you take off). Talk to ATC and ask for flight following.
Eta: and know what you're going to say before you key the mic.

no apology, it's just the OT. You yield to the slower craft.
And Geauxx did say he wanted to see the city of Washington DC nuked so he's not the most rash to make opinions of character.

Not true at all.
As for the rest. Read the article, it's clearly F16's fault. And you're wrong, even on an IFR flight plan doing IFR approaches in VFR conditions the pilot is required to see and avoid traffic, especially when ATC calls out said traffic and instructs the pilot to turn to avoid it.

You should consider this advise before you hit send.

Uh, nuking DC is the most rational thing we could do right now behind repealing the 19th amendment

ATC said turn 180 IMMEDIATELY the F16 did not.
I get the hate for private pilots and yes it's obvious fighters have more training and are better pilots, all military pilots get the benefit ofhundreds of hours of free training. Just anyone can make a mistake. I didn't talk negatively about the pilots personally, my position was just with the info there the F16 was likely at fault. The ATC info now is damning.
Though I don't think he should lose his wings over it.
It was an accident. Just in this accident, he was at fault.

No I didn't read it or the article. Disregard. My bad.
My comment about single engine cesna pilots is still true 90% of the time though
