She is going to form an "inclusive" committee that represents "all of Baton Rouge" to study the crime problem and to make recommendations on what can be done to make a plan that provides inclusive benefits for everyone in Baton Rouge.

Sounds like something she would do. Just say that crime plans need to be focused on everyone, not her constituents who are almost exclusively committing all the violent crime in the city.
