This is common. There is one thing all the second timers have in common - they've all failed. Out of all the first timers, only 24% were failers.

I think that's the case for all accreditation type exams. The PE exam has similar results every year. People that can't pass it keep taking them over and over.

It's been a little while but I'm pretty sure this is the case for the PE as well. Usually the people who are retaking are...retaking for a reason
