If you drink some bleach it should kill any of the bacteria you just ingested.

Unless you have the immune system of an AIDS patient, you can eat foods that haven't been refrigerated after 2 hrs.

That's the point where bacteria will start to grow on it, and it becomes "at risk." In my unexpert opinion most people will be fine, but at risk people, like young children, old people, or pregnant women, should probably avoid the food at that point.
