That area is a auto pedestrian nightmare.
Highway+ bridge+ beer+ bars.
McGuires I'm sure gets a TON of foot traffic from folks bored with the bars on harbor walk.
Stone cold sober and broad daylight I would be hot footing it across.
The amount of $$ generated right there should easily pay for a foot bridge.

I highly doubt people would use a pedestrian bridge, especially at 3am. If I can cross a street in 5 seconds or 2 pain in the arse minutes with stairs and a winding path, I'm taking the 5 second way every time. Especially after a couple of drinks.
