Not to try to dilute it, but he didn't have sex with her, he obviously never got to feel a woman before in the sexually repressed environment he grew up in, so he copped a feel on the only girls he had access to.
People acting like if they caught their son doing the same thing they would call the police is laughable.

They aren't ordinary in the least bit.
At an adolescent age they are hammered on sexuality being "evil" and to repress. I'm not too shocked that something like this finally popped out. I can't imagine how the Duggar family would react to one of the kids being homosexual.

Most states have guidelines that say a child of a certain age should not inappropriately touch another child of a certain age. This means a child of 14 could be held accountable for inappropriately touching a child of 5. The thought being that the 14 year is of an age where he knows his actions are wrong whereas the 5 year old has no understanding
Therefore all of you saying he was just experimenting are incorrect. In the eyes of the laws and/or child services his actions were not justifiable

I might not call the police, but I would seek help from someone qualified to handle such things. The 2nd time, I would have gotten police involved

If I caught my 14-15 year old son touching my 4-5 year old daughter's vagina, I would absolutely call the police.

No one is saying what he did was fine.
People are saying that 1. it isn't shocking b/c sex is so damn taboo in that family. 2. Most normal people wouldn't go to the police right away when it is a family matter like this. They tried to handle internally and discovered additional instances and then went to the police. That isn't unreasonable.

They're not taught that sexuality is evil. They're taught that pre-marital sex is sinful, as are other sexual acts. They're also taught that everyone is a sinner and no one is perfect. You're putting a far higher bar on it than is actually there.

When you can't even hold a girls hand until you're engaged there is a pretty damn high bar.

I don't know what i would do but i certainly would keep making babies and keep striving to be the christian influence across the country, produce a tv show about how fricking great and holy the entire family is.

I've never watched the show, but were they supposed to stop raising their children in a Christian environment because their son committed a sin? And turn down the opportunity to make money from a TV show because their children aren't perfect?
This line of reasoning doesn't really add up.
