This is exactly what the powers that be want you to think. They want you to fear the protection of others and rely solely on them. There is no need to fear justice, be it at the hands of the police or a super-awesome dude in a costume.

He doesn't!! He simply has the courage to take down the criminals that this city's police are too cowardice or crooked to approach!! Depends. To some degree, that happens now... murders in NBR are typically drug related who most likely walked because of incompetence in the judicial system... voila. dey dead.

All you need is some really nice fellows who want to go out and kill people they're not even sure are guilty of anything. Shouldn't be too hard to find.
