I would find a used set of irons for 250 or so off eBay and a decent used driver for 100-150.

Easy to do, they are giving away clubs on eBay, especially 690CB's with Tour Issue S4Hundos

Go to the Calloway preowned website and pickup some older model yet brand new clubs. No need to buy the latest model. Got mine for cheap

Get consistent first before you buy new clubs. Consistent doesn't mean good but you need consistency. After you are consistent with your current clubs then you can get clubs that are tailored to the flaws in your swing. You don't need a beautiful swing to shoot in the 70's. You just need to be consistent with your swing, make a few putts, and know how to not throw away strokes in your short game. I play some some guys with some of the ugliest swings in the world who consistently shoot in the low 80's upper 70's. They all follow the mantra of owning their own swing and make it repeatable and cover up the flaws as much as possible with technology. Buying clubs for the sake of buying clubs won't improve your score unless you understand your swing flaws and can get clubs tailored for your swing. IMHO of course.

Think of it this way you can play a round with the irons, but you can't play with just the driver. The irons would be the better investment.

Get a good set of irons. You can find much better deals online than at a store like Dicks so check around first.

I've got this set and can hammer my irons for a guy who weighs about 175...very forgiving clubs. They may look funny because of the fat shaft, but they're effective and that's what matters.

9iron(150)
8iron(160)
7iron(170)
6iron(180)
5iron(190)
4iron(200)

Ever heard the saying "it is the Indian, not the arrow"?

Get some good lessons. Practice.

Then move up in quality. I NEVER buy new clubs. Read reviews from a few years ago and buy used. PING is a great club, so is Calloway and Taylormade.

Go hit each and see what fits your swing and game the best.

I have G20s as well. Great clubs. Bought them used too. Best golf purchase I've made.

Was leaning towards spending around $250 for a new driver but just went to DICK'S and saw I can get a nice set of irons for around $400. My question is with that budget, should I get a driver or the irons? I shoot between 93-100 and have been using a top flight set for 3 years now. ETA: already invested in lessons

Go on eBay & find a set of Cleveland TA7's. Should be able to get a used set for under $200. They are the most solid set I have ever played. I have played Titleist, Callaway X-14 & Ping G20's but the TA7's are a much more solid strike. I started as a 16 & with lessons and practice I am now at a 2.
