I didn't say it was in anyone's yard. We saw a guy toss a banana peel out his window and it landed in the neutral ground on the interstate. My buddy said it was littering and I said it wasn't

Technically no, it's not littering and no I wouldn't be cool with.
I guess I should have specified like the others, it depends on where you throw it. But as I said biodegradable food is not technically littering.

ETA: Like someone said, if everyone just threw their biodegradable waste out into the street/median/open lots it would accumulate and start to stink fast.

I throw my banana peels, apples, oranges and so on out my truck window every day.
