"Recruited" makes it seem like he went out and found some random stooges. "The plaintiffs" were just some good ole baws working for their buddy Tommy's farm. It's not uncommon for farmers to create different entities in their wife, farm managers, kids, whatevers names so that they can get the government payments attached to a certain piece of property (not really illegal, just a way to get around the system). I think "the plaintiffs" knew that was going on, but didn't have a clue about any of the other.

No doubt.

Farms are structured all the time with the names of wives, children, and sometimes the farm manager. Happens everyday. But when Billy Earl and Johnny Ray on the disk tractors start getting their names on these farm entities, something is going on.

Is the State of LA out of money?

Yes, I think they are dealing with budget issues. Golf course everywhere are struggling, at best. A lot are folding up shop. I think hindsight they wouldn't have put so many damn bunkers out there in the first place. They are about the most labor intensive part of golf course maintenance.

Exactly... What's bad is if ole baw would have just been content on like 8000 acres, he could have taken the ones that lacked ambition, and as long as he kept their names right and gave them a good bonus at the end of the year to keep them happy, nobody would have given a frick and he would have made an absolute killing... Looks like Ole Tommy just got caught up chasing that biggest farmer in the area title and got wreckless.

Didn't read the article, but can you explain the benefit of using the worker's names on things? Thanks.

I know silly question but other golf courses seem to be kept up better. I love to play Grey Plantation in Lake Chuck and I have no doubt that their rounds per year have suffered tremendously with the casino courses invading the area but it's always in great shape.

So, on these entities, a person that has "ownership" in that entity has to either spend X amount of hours per year working on that farm, whether it be physical labor or office labor, or they have to be a spouse to one of these people... Usually these days it's people in true management roles and everything is fine... But sometimes, they'll bring a new name into the entity and give these people fake titles like equipment manager or grain shipping manager, shite like that. If they are on farm labor, then it's easy to explain it when questions start getting asked because that person really is working on equipment and shipping grain.

If you get off farm people to take ownership in these entities, you still have to give them those assignments, but really they don't do shite. So it's kind of risky because these off farm people usually don't know shite about farming and aren't there every day, so they're out of the loop on what's going on day to day. You start having to send them weekly email updates and stuff to keep them in the loop and cover your tracks in case the Feds come knocking.

So the benefit is a convenience thing. The risk of keeping it in house is people start wanting their cut for working their asses off all spring, summer, and fall.

eta: All in all, it's a lot safer to keep it in the immediate family and if you have a manager that you trust and are completely transparent with, then that's a good fit for additional ownership in the entities. You gotta make damn sure you're on the same page though.
