Feds reject Road Home relief; Louisiana on the hook for $500M

Federal officials have denied a state request to relax Road Home documentation rules and told state officials to prepare to pay back more than a half billion dollars in unaccounted for Road Home grant money.
Some 130,000 southeast Louisianans received grants to repair their homes as part of the $9 billion Road Home program. However, many found themselves unable to fully repair their homes. Unable to fully fix up their homes, thousands of people opted to use supplemental grants meant to help defray the cost of elevating their houses to finish the repairs.
Recognizing the predicament of those homeowners, HUD agreed to make that legal last year, but there was a catch. Residents had to provide contracts and receipts proving that the repairs had been done. The documentation requirements have proven to by too stringent for many people to qualify. About 1,200 people have applied for the amnesty exemption, but only about 15 have been able to comply with the documentation requirements.
State officials asked HUD to allow homeowners who could demonstrate that their homes were repaired and reoccupied to "self certify," that is attest under oath that they spent the grant money on their homes. HUD's letter not only denied the state's request, it implied that the time for negotiations on the matter are over.

They've already have been auditing people for it. There has been tons of abuse and fraud to Road Home.
Wasn't there already some arrest made in NOLA to some businessmen with ties to Jindal abusing it?

What amazed me is the amount of money used to raise houses in coastal parishes to the new flood levels. frick that. If you can't afford it then move further North. No way should we be on the hook for the $16K to raise your mobile home off the ground.

The thought process was if you don't pay for these turds to fix their shite the city would fall in on itself. Shitty condemnable houses as far as the eye could see.
The influx of capital worked to a certain extent if you look at the trajectory Nola is on now, but at what cost?
I remember clearly listening to garland and spud amongst others on wwl after Katrina. The line they beat to death was "so what there's a little waste and fraud... We gotta get these people back in their houses!" I'd hear them throttle every politician, road home rep,, FEMA rep, and whoever they could lure onto their forum.
The politicians were under pressure to get the money out there. Just get the money out! They relaxed the common sense requirements on all of the programs and the fraud came in.
In the beginning the programs were structured almost identically to bank construction loans. The programs were well thought out.

Asking for receipts and contracts is not that big of a deal. Sorry you didn't keep records. I also don't think that not having people move back was a big deal. We all know that it would have helped crime probably. If we cleared the lots somebody will buy up the land and develop it.

I know a guy who got 154,000 from road home. He fixed his house himself. Bought used material from all over the area. Even had his cousin who worked at major building supply store damage a very expensive door. So he could then buy it for little to nothing. The money he had left he bought a new truck and a 9,000 dollar lawnmower and put flat screen TV's in every room of his house. I hope they catch up with him.

Lived in a no-flood zone area...wasn't required to get insurance...lived 10 blocks away from the Mississippi River levee...but still got 9 feet of water in my house.
