I am guessing this program will lead to many inspection sticker tickets, window tint violations, and cracked windshield violations, and maybe a burglary prevented.

As I stated before, I dont believe they will be "trying the locks" and if they are, that is wrong. People look through the windows of police cars all the time.

I've been doing this for years but instead of leaving a note I lock the door if they pass or steal all the valuables if they fail.

I think they would be ok constitutionally if ALL they did was walk up to the car and look in the window. Pulling on the door handle and opening the door, even under the auspices of "we were just checking to make sure the car was locked", likely puts them in violation of the 4th amendment. If they see something illegal (i.e. drugs or drug related items) in plain sight by simply looking through the window, that doesn't give them justification to open the door and start rummaging around. However, I think it certainly helps in establishing the probable cause necessary to obtain a warrant to search the vehicle.
My personal thoughts:
1. This course of action isn't SOLELY just to "help out" absent minded people who leave valuables in plain sight or forget to lock their car doors.
2. Even if they don't open the doors or commit any constitutional violations, how stupid is it to put a flyer on someone's car to alert criminals that the car is either unlocked or has valuable sitting out for the taking?
My personal thoughts:

Some locks aren't readily visible, or might be difficult to ascertain if they are locked or not.
Surely no overzealous officer would ever think of trying the door handle, right?
And if it happened to pop open, surely that officer (who already disregarded that what he was doing is illegal) would never think to just have a quick peek inside, right?
I don't understand people that have no problem with their private property being invaded by any person, much less one who could ticket/fine/arrest you for something.

This basically comes down to whether you think the police are always there to assist you and will never abuse their powers, or if you have a healthy mistrust of those who are given authority. Enough cops either don't know or willingly abuse the scope of their authority for me to fall into the latter category.

Aside from all of the good cop/bad cop stuff it is a stupid idea for the simple fact that it is a complete waste of money to pay sheriff's deputies to go around and "remind" people to lock their doors. Completely unnecessary.
