How far are you required to build above the record inundation?

Obviously 4 feet of rain is going to be a problem. But massive concrete can be a problem at the same time. Last year I listened to a long interview about this topic on local houston radio. I forget who the expert was but I think he was an engineer at Rice or U of H. And he emphatically agreed that a concrete parking lot doesn't absorb water, which adds stress to the other areas.

It seemed to flood pretty easily in areas when I was working there in the summer of 14. But we were on the banks of the San Jacinto, on the new Costco. And we were filling in the building pass the day after a flood. It was a nice Sandy area with very good drainage. Though after the flood, the groundwater table rose, and any rain would shut the job down

My best friend works for a soil testing lab. He told me forty years ago when I asked him how his job was going - they're concreting the world.

On the mark analysis imo.
