Sorry that you're friend is too naive to realize where most of the money given to panhandlers ends up being spent...cigarettes, booze, and drugs.
If he wants to make sure his donation is used for good, he should consider donating directly to homeless shelters.

Sometimes I have the urge to pull out a twenty and hand it to a homeless person. But......then the light turns green and I hit the gas. Temptation immediately cured.

Hell no. And I'm a rude a-hole about it.
I really get pissed off when people give me bullshite stories, like I'm an idiot. I had a guy drive up to me at a gas station on Siegen a couple of weeks ago, and start telling me he was a pharma sales rep who needed to buy gas or something. Those people all have corporate AmEx cards. Or the time a guy went up to me downtown and started telling me he was a doctor who needed gas money to get back to his office by OLOL. Like a doctor wouldn't have all kinds of credit cards or the dough to put $5 in his tank.(Same guy went up to me the next day with the same story. I told him "Man, you told me that crap yesterday.")

If I have time, I curb stomp 'em and go through their pockets. Usually score a couple bucks and a syringe very now and then
