Except you can. They require a break down of costs and a few other items not needed from a contractor, but it is also doable. Some banks won't consider those loans, but many will.

I believe there is an exception for a homeowner doing work on his/her own home.
I believe so. After Katrina, I did all the work myself except for the electric (I sprung for a real electrician) and painting (Mexicans). The only permit obtained was for the electric.

I'm not pulling permits for any commercial interior renovations
we've already started on two fire stations in south BR and I've stacked at least a dozen more projects
as long as the power is on there's no need
residential I have no idea what will happen
Not my area

If I sub out the work, is it the worker's job to obtain the permits?

It all falls on the electrician right ?
Seems like the fire stations would be a little difficult to get around, being they are city owned. But good luck to ya. You should be stacked now.

no
if the power is on there's no need for an occupancy inspection
if there's no occupancy inspection you don't need a building permit if there are no civil or structural improvements, or new electrical or mechanical work (other than replacing existing)
that's commercial
Again I have no idea how residential works
