I know the "flood certificates" are scams but what about permits? I need electrical work and might remove some wall. Will we need permits for EBRP?

Yes. You will need permits.

There's a new law in LA now where you have to be a licensed contractor in order to get a building permits of any kind. So, a homeowner can no longer get a permit to do their own work or be their own contractor. BS money grab law.

When did they pass this?

Commercial permits and inspections are going to be extremely hard to enforce in the near term for existing businesses.
Residential will be much more arduous.

There are only so many licensed contractors to go around and it's far less than the number of homes destroyed. I would think they would make an exception for this situation.

Just recently. My brother in law has been building houses all his life and he's not licensed. Now his grandson who is taking over his business was just licensed so they're working under his license.

I believe there is an exception for a homeowner doing work on his/her own home.
And I'm not sure that bill even passed.

Most places you can absolutely pull your own permit. You only have to have an affidavit notarized saying your not pulling the permit for a contractor who doesn't have a liscense. You are going to do the contracting of subs yourself.

Not anymore. Ask the people in Monroe if a homeowner can get a permit or if they're making exceptions. They flooded in March and some people still have not been able to find contractors to do the work and move back in.

I know homeowner can pull permits with affidavit in Tangipahoa and Livingston for sure. Not sure about BR.

Yes, it's passed and in effect. I'm not trying to rain on everybody's parade, just giving accurate info because my sister has been dealing with this for their business.

I got a permit in Lafayette a month ago and I'm not a contractor.

Yes, if you have a construction business, you can not pull permits to work on somebody's house without a license. If you live there and want to act as your own contractor you can with an affidavit saying you won't pull the permit and let someone who can't bc of no license or insurance (probably your brother in laws sister's step dad... falls in there) work on your home. You can still hire out trades or do work yourself, just not as a business.

My next door neighbor went and pulled his own permit a few weeks ago to move an electric line since the pool company was acting elementary.
