I just dump it in the curb gutter, got a nasty gram from the HOA saying not to and that it was against the law?

It is NOT against the law... lol. In spite of the absurd laws that exist.

HOA can tell you not to do it, though if the agreement you signed mentioned it or gives them that sort of power over you. If I were you, I'd just stow the water a day or two after you do the boil, then "wash" your car, and do it and plenty of water behind it from the hose.

I do, but I have never thought of pouring gallons of acidic water on it. Does that really do anything for the compost?

The biggest concern is the salinity, but by the time it gets to a water body, it's likely diluted enough to be harmless.
