Cop runs from attacker after taser fail. What do you think?

Firstly, it is a Facebook video... sorry.
Secondly, what the frick is that cop doing? Has it gotten to the point of cops not being able to do their jobs for being afraid of a lawsuit?
They do bring up race in the video, and I’m not trying to start a race thread here. There’s no doubt it’ll end up one, though.
