Wondering where this leads back to as well. There are plenty of inspection pictures on One Stop, not sure if they saw some gaps and then looked at those days and found the irregularities.

Can someone give me some history on Julie Tweeter? As in, how much does she make, how'd she get that job, is she tight with the mayor, etc.....She's a white lady, right?

This is everywhere in Louisiana. I am familiar with Hard Rock, and yes very shitty situation. But I know several builders in smaller towns where inspectors never come to the premises too, especially if friends.

She will never be punished accordingly. She might (big might) lose her job entirely but lots of folks up the chain of command have lots to lose so she’ll be taken care of.
The mayor should put her on unpaid leave immediately and review similar permits issued in the recent past to verify they were issued appropriately. Permits issued by all workers at her level, not just this woman.
But it’s New Orleans. People will stand in line for a couple of hours for a king cake and stake out a spot on the neutral ground to watch a parade a week in advance but they won’t take the time to go to a city council meeting or get involved in the election process.
