Cat Won't Stop Peeing Outside Of The Litter Box

Long story short, we found a pregnant momma cat and posted on the local base Facebook page to see if anyone was missing a cat and got no response. So we kept her until she birthed her kittens. After the birth, we posted the kittens and the momma cat up on a Facebook page for our base to see if anyone had been missing a cat (again) and we found the original owner. This was a span of about 2 months that we had this cat so we went ahead and decided to keep the only male of the litter.
We have 2 male dogs (1 fixed, 1 not), and another male cat (fixed). The cat we kept is about 8 months old now and he is fixed as well. Over the past 2 months he started urinating outside of the litter box. So we bought a 2nd litter box, and it didn't alleviate the issue. Twice he had blood in his urine so we took him in to the vet and got him cleared of a UTI. Fast forward, and he is still urinating all over the house.
What can we do outside of re-homing him? The litter boxes stay clean, he has a clean bill of health, and he gets along with all the other animals just fine.

Have you moved the boxes? Some cats don't like boxes tucked away in the bedroom/bathroom

Try to use a very large litter box that doesn't have a top. Also use food for cats that get uti's. Our male cat did the same thing until we did those two things. Hasn't happened in about a year.

The general rule of thumb is one box for each cat plus one more. Then none of them will ever be prevented from eliminating in the litter box because it's already occupied.

I have a dome litter box and we have a decently sized open air litter box available for him to use.

um no. My cat has one box and that's it. If she has a problem she can GTFO.
