Could be a combo of both things used to get out of there. Im just wondering why or where some tugs are for assistance(looks like there might have been one at the beginning of that first video). That ship is a huge sail and is very susceptible to wind.

Check about 15 seconds into that first video. They are going pretty quick towards that dock

Is that a case by case (weather) basis. I've seen coast guard circling ships into and out of ports but I don't think I've ever seen a tug on a normal day.

By that point they likely needed the main props to begin forward motion but I would imagine the main structural damage to the pier was the initial surge from the thrusters.

Of course I may be 100% wrong, just my assessment.

Just like most ships of its size, the Vista has a series of azipods, not a conventional shaft and rudder combo. The pods were probably somewhere in the 220 degree direction or so.

Contrary to what normally occurs on the OT, I stand corrected.

you may have seen coast guard escorting ships but not there for assistance.

Most ports and harbors have assist tugs or tail boats for just about every ship that comes and goes.

I don't think you finished watching the video baw. The thrust from the pods definitely caused the submerged Marina mornings to pull. That thing is destroyed. We had it happen at a marina I used to work at in Charleston and it's not an easy fix.
