That isn't "shutter speed." It's "frame rate."

Yea there's no way the shutter speed can be set that high...
It is frames per second.

He's right I think, the frame rate of the video being taken is exactly matched with the rom of the blades. See here where it talks about both: LINK

Yea I know the frame rate has to be synced, but shutter speed is tied in with the frame rate. Such as normal shutter speed for 24 fps is 1/48s

No. Shutter speed is not the same nor particularly related to video frame rate. Frame rate can limit shutter speed, you can't have a 1/4 shutter speed with a 30/fps rate, but they are not otherwise related.
