This is a far bigger issue than most people realize. In order to open up shop in one of these delapidated structures, you have to remodel them. However, those that are damaged to the point that enough money is spent to consider it a "major renovation" (which I believe is somewhere around 10-20% of the assessed value (which is often way below the market value)). If the renovation qualifies as a major one, the building must be completely brought up to code, which often includes creating far more parking spaces than the lot has room for, completely overhauling the electrical system, completely overhauling the fire protection system, ect. These improvements are simply to expensive to be worth the investment in many blighted structures when just fixing them up and opening a business would be feasible. Instead, those buildings sit unused, tax receipts dwindle, and neighborhoods continue to decline as those aging retail centers continue to deteriorate.

And I couldn't tell you the last time I went into the actual Cortana Mall. I went to the guitar center over there a couple times in the last few years, but that's about it.

I have some not-so-fond memories of being dragged around there as a child by my mom. You won't see me shed any tears over its demise. But it's true what Chris Rock said about malls. Every town has two malls. The white mall, and what USED to be the white mall.

I like the clearance center. I also like the Macy's, but like you, I avoid walking into the actual mall. It's too depressing. As a kid, I loved that one entrance that had the arcade, toy store, and book store, but all of that is gone now. 
I went to the Trash for Treasure sale last weekend and found a nice blazer for $4. I had it dry-cleaned and am wearing it to a job interview this evening

The Entergy site on Government st. is in the process of being given to the RDA for use as its main office, possible retail, and possibly nola/br train station.
Westmoreland shopping center is owned by Catholic High. It is mostly a dump but LA Key Academy is doing some major renovations in the back.

The whole mall was actually not sold, only the interior stores excluding the department/anchor tenants and out parcels.

I remember when my public school made us start wearing uniforms and my mom took me to one of the department stores at the old mall to try on clothes. I hated the idea of having to wear a uniform every day to school so I ran away from her and hid in one of the clothing racks. I was a little thing at 7 years old (I was smaller than many 4 year-olds) so I was very difficult to find. I freaked my mom out pretty bad.

Very true. There's a sizable Vietnamese community to the east of Sherwood off Florida that many Baton Rouge people aren't aware of.....and a lot of Asian restaurants, grocery stores, and seafood joints in that area. It's a neat little feature to have in Baton Rouge IMO.
It's been 4 or 5 years, but I remember a decent Mexican market out in that direction that had solid plate lunches for 4 or 5 bucks.
Some of the best (and worst) little restaurants are located in areas like that where the rent is cheap.

That area is by Little John/Sherwood right? There is a huge abandoned shopping center that could be built up.

The Vietnamese aren't section 8. They're just filling in the Sherwood homes that have been vacated by white middle families. Most of them once the occupants' children grew up and no young couples wanted to buy into those neighborhoods. The Vietnamese have done wonders for preventing Sherwood from falling into urban decay and keeping the ghetto on the other side of Florida from encroaching any further.
