I wasn't referring to the laws but are cops trained to reach into a vehicle they believe may flee?

People are saying the cop was "dragged" by the car yet I don't see how the cop was stuck being attached to the car. It appears that he was walking along with it and decided to take the easy route and just shoot the guy to prevent him from fleeing.

How funny would it be when one of their children was walking across the street when this (more than likely) drunk douchebag puts treadmarks on their back. Then would it be ok?
