I'm going with Utah.
-Awesome scenery
-Low crime rates
-Low population. Everyone and their mother doesn't live there like Texas

For me, it's easier to pick the worst states... It's hard to define the best state, but my top 5 preferred are:

North Carolina
Oregon
Colorado
Vermont
Washington

In no particular order.

Honorable mention:
Utah

Washington, Utah, and Oregon are my top 3.

If money wasn't a concern, California would definitely be in there as well... Monterey Peninsula, Santa Barbara, etc.

Central coast of California and it's not close. I have friends in Ventura, and there house has no need of either AC nor central heat.

I moved to WNC a little over a year ago. Only complaint is high taxes.
