I may have prompted this. I found a FB post last night of her telling someone in SWB's circle how he is a man of integrity. I asked her what she new about integrity seeing as how she steals from the elderly and their heirs.

I kinda agree with you here, I'm not that close to things in BR so you are probably right. However two points: 1) whoever is campaigning against SWB next election, 100% COA will be used to discredit SWB, even if its not her fault. And 2) You have to hope COA doesn't do anything really illegal over the next 3 years. Those things happen with bad leadership.

Last, I think think her not hiring a CAO yet is really, really a problem. From my past experiences you need a strong CAO to help keep your troops in line, whether they are under your direct control or not.

Eh, the COA angle won't really be that effective since SWB doesn't have any say in their operations.

The COA will definitely do multiple illegal or unethical things over the next 3 years and they will get away with it by saying they are changing their policies. Hell, Tarsha violated the COA's bylaws by receiving 200 hrs of overtime despite the fact that she's not allowed to. So what did she do? Just retroactively changed the bylaws.

If she's saying shite like this on social media, she absolutely has a feeling of invincibility.

I'm avoiding actual work responsibilities today so I took a few minutes to look at their bylaws and board member selection. And my God, its a perfect storm of self-selected patronage combined with minuscule selection requirements and civic oversight for board members. It appears that Tasha can influence her patrons (i.e. the citizens they are supposed to serve) to vote for board members she supports, therefore she is politically invincible.

I believe its important for public sector, civic purpose agencies to be somewhat separated from political regime changes. However, when they are 100% separated with no ability for elected municipal leaders to provide oversight that can end up in bad places.
