Apache hovering over Hwy 59 South of Houston

So I was driving back from Corpus Christi to LA last Thursday and somewhere between El Campo and Houston (I can't remember exactly where) I noticed an Apache fully loaded hovering at about 300-400 ft. Directly above Hwy 59.
Did anyone else see this or have any idea why an Apache would be hovering over a hwy like that? I know for a fact it was an Apache.
I have to admit, it sort of freaked me out the more I thought about it.

Define your interpretation of "fully loaded". Could you see Hellfires on the rack? How could you tell if the chin gun was loaded?

Saw it pass by downtown Houston on Thursday as well. I just assumed it was a practice run for the zombie apocalypse.

Well I'll admit I was never an Apache pilot, however I was Aviation Ordnance (IYOYAS) in the Navy back in the day and I know enough about that to know that racks were full. It's impossible to tell if the chin gun was loaded obviously but common sense would tell you that if the racks were full then the chin gun was loaded.

there is a unit nearby that does training missions along the interstate. No clue about fully loaded but it's pretty typical to see them on the northside.
