Anyone know what building this is?

Someone found some old negative films and asked me to scan some of them. We are trying to figure out if they are pictures local to SW LA or not. Anyone recognize it?

I'm not for sure, but is that Confederate statue the same one that was outside the courthouse in Lake Charles?
