The person who owns the home owns both 1722 and 1724 and bought the property at the beginning of March 2017.
It's a middle-aged white woman. So unless this middle-aged white woman (who works as an accountant) lives in the hood and lives with a young black guy, I'm assuming she's just the landlord.
I'm hot on the case but that's where I'm at so far.

According to the New Orleans, LA building department, there were 3 building permits filed at this property over the past 11 years. 1 of them has a valuation, which is $6,000.

Man, after following that street on Google Maps, I have no idea how some people live lick that. Those houses are shoe boxes with front doors.
