Not sure about Houston. Some California locales have banned them.

Criminal culpability generally applies to people 10 and over AFAIK so it has nothing to do with "using your brain."

What is cool is that 126 mph is so close to 2x the mile to kilometer conversion (1/.63) that you could round it off to 200 kph and be accurate to 99%!

For felonies, that's ridiculous. What do you think is gonna happen to her when she gets out at 18 with multiple felony convictions and can't find a job?

This is the point where you decide to completely ruin a child's life.....forever. There is no going back from this. She will never be the same, and if you think she'll magically be better after felony convictions and spending her youth in jail, you're an idiot. What happens in court will determine who she is as an adult.

The caveat is that the accused is a minor. Most background checks that companies perform run them 7-10 years back and use Talentwise or Docusign. A Juvenile felony conviction won't show up, however if your job requires a TS clearance an AFIS check will be performed and your juvenile history will show up.

My assumption is that the chase didn't reach 126mph but the cop that was 3 miles away when the call came in hit 126 to catch up to a 12 year old going 80.
