My choice was spend 15k a year on tuition at U of I or not pay anything for tuition at LSU. Easy choice for me. But I know so many kids from my high school with ACTs around 30 and pretty good GPAs who could not get into Illinois and ended up at Indiana, Iowa, or Illinois State. If they can make more money from charging out of state or Internationals, that's what they are going to do.

My Master's program at Tulane was about 70 students, half of them Chinese. A few of them spoke very good English, had spent a decent amount of time in the States, and understood American culture.
The vast majority of them could barely speak English, had no understanding of Western social norms, and cheated their arse off. Like, there must be no such thing as plagiarism in China. I also have no clue how the passed the TOEFL. They must have paid people to take it for them. God help you if you got paired with a non-English speaking one in a group.

Here is a recent article on the wave of Chinese intelligence pouring into Iowa City, paying tuition double that of in-state kids. FYI, The University of Iowa is the smallest Public Big Ten School with roughly 22,000 undergraduates, 32,000 total.

But northeast Atlanta is straight up Asian. I lived in Duluth and John's Creek at various times and Duluth feels like it's 40% Asian.
