I don't believe you can CC in an establishment that sells alcohol, but I am sure other posters can give you better information but just a thought

Most of the music venues are open to 18 year-olds. They just can't drink. If you're going to the quarter, hit up the Famous Door. There's always a band playing there.
What I would do is visit Jackson Square and the French Market, visit Congo Square during the day time. Famous Door on Bourbon. Then hit up Frenchman Street.
Other ideas are a lap around Audubon Park with desert at Camellia Grill
WWII museum
picnic in City Park by the pavilion (maybe pick up some po'boys at Liuzza's or Parkway to go).

Depends on the venue. Most in New Orleans are 18. Some are 18 for women and 21 for guys. If you have cute twin 19-year olds, there's not a bar, club, or music venue in the city that wouldn't let them in.

I'm in NO last year for a wedding. Walking in the Quarter I ask two police officers what the PD mood is if I carry since Ga has recip with La. Their response was "shoot first ask questions later". Both were African American gentlemen. Thank God for officers like that.
