He's got a 2-1 career TD-INT ratio... he was a beast as a rookie. He's been completely mishandled. Why wouldn't you sign him on the cheap? No downside, IMO.

Because he's toxic on the same level as Shanahan. He's fragile and has a hard time staying in the pocket to make a good pass if defenses keep him honest.
