If we go below the cap, don't we also lose the TPE that we created with the Buddy trade (or does it get reinstated once we go back over the cap)?

No, we lose that too. But you operate over the cap and its harder to get a big gun. But, point is, they have multiple paths and options to add to an already nice core.

Could they use TPE to claim a player that is getting waived? If so, does only the player's remaining 2016-17 salary count towards TPE and cap?

No, a player must be traded into that exemption
