Off the top of my head I'll nominate "Down" by 311. Nice, tasty guitar riff, combined with some of the worst white-guy rapping imaginable. Pure 90's.

I listened to some Podcast once that was actually about this topic. There were 3 panelists and each one made their top 5 90's songs.

Song 2 by Blur was the consensus pick.

Steal My Sunshine by Lem.

I think it's got to be a one hit wonder, as the 90s excelled at producing bands out of nowhere as the old music industry fell apart and the gatekeepers got less effective for a few years.
