the boy band era (along with Britney Spears and Christina Aguilera) started in the very late 90s and continued into the 00s. I know the Backstreet Boys were huge in Europe in like 1997, but they really didn't catch on here until early 1999.
I think if you had to choose one genre to define the 90s, it would be the adult/modern/soft rock like goo goo dolls, semisonic, third eye blind, counting crows, savage garden, etc. You could probably lump the British bands like Oasis and Bush into this category also. Part of what makes this genre the definitive sound of the 90s is that all these groups basically caught lightning in a bottle with one great album, or a couple great songs, and had no longevity, and were no longer popular by the end of the decade. The sound was distinctly 90s.
The other "sound" that really defined the 90s was the crossover and blended music, either nu-metal (Korn, limp bizkit) or the reggae/rock stuff(311, sublime).
