IMO there are no bad drummers...
High school band drummers, high school local band drummers, college band drummers, college local band drummers, touring mid-level band drummers, drummers from as far back as you can remember (30's, 40's, 50's, et. al.) are all very good. Many are great.
Drumming is a natural expression of rhythm in humans. It has been practiced throughout the ages. The more one practices, the better the quality of drumming that is offered & observed by others!
All people have this innate drumming ability.
Neil Peart is a great drummer. But there are and have been many great drummers. To proclaim him the greatest drummer ever is highly subjective. Since there have many great drummers through the ages, why don't you tell us about the criteria on which you base your claim of "Neil Peart - The greatest drummer ever"...
Rather than ask:
Neil Peart in your 2004 example is behind (and in front of) 15-17 drums, 9-11 cymbals and 2-4 other musical attachments. High school, college, touring, other famous bands (think Ringo Starr of the Beatles) didn't have these 30 drumming devices. BTW, they didn't need them. Playing up to 30 devices does not make a person "The greatest drummer ever". Seriously...
Buddy Rich and Sandy Nelson (just to name a few of the past greats) didn't need 30 drumming devices to be "great"...
Sandy Nelson Last 3 min. are emotional and not music...

I'd go with that. Not that I hate Rush, there is a lot of their stuff that I like but not enough to listen to them consistently. Neil Peart was not a good enough drummer to make me want to listen to Rush all that often. A drummer is never going to make a band.

I am a huge Rush fan and have been obsessed with Neil for a long time, but I just can't call him the best ever when you exclude people like:
Gavin Harrison
Gavin Harrison on Letterman's Drum Solo Week
Morgan Agren:
Fredrik Thordendal and Morgan Agren - Sol Niger Within
Tomas Haake:

Zach Hill:

Now, I'm not implying that any of these guys are better than Neil, but arguments can be made. There is just an upper echelon, and a bunch of guys with differing styles in that group. You also have to throw in some of the old funk drummers, Buddy Rich, Carl Palmer, Keith Moon, Tony Royster, Jr., and more I'm sure that I'm forgetting.

I am a Rush fan, never understood the Peart obsession though I certainly think he is good. Anyone saying he isn't a good at his craft is a f'king idiot though.
