Walter White, as Heisenberg, was the most evil. So frick Walter White. He was a piece of shite.
The "best" character was Hank. He may have had a "spell" after seeing his guys get blown away (who wouldn't?), but he did his job, and died for it. He tried to do the right thing to the end.

"most evil" is tricky. I think the "cousins" are probably a safe bet since we didn't get anything out of them other than the straightforward desire to kill.

Marie was worse. She was a dumb-as-rocks know-it all who constantly lectured Skyler who had a disabled son and was trying keep a family while her husband is cohorting with the murderous Mexican cartel.
Marie was that sibling dipshite with no kids who wants to tell you how to raise your children and how to deal with your husband...and they gave Hank all that money for his recovery and she was still ungrateful and then judgmental and controlling in every aspect of the White's lives even before finding out about the meth.
