Braveheart came out in 1995, Game of Thrones was published in 1996. Based on GRRM's writing pace, I think it's unlikely that the movie greatly influenced Tywin's character in the book.

Longshanks is easily a top 100 military commander of all time and maybe a top 50.
We think of him through the lens of Braveheart.
His reign was a high point for England. He was brutal in foreign policy though, both with Wales and Scotland.
