I think I'm gonna say Scream is my FAVORITE. I chose it because since I can only pick one, I went with the most enjoyable and Scream has a great mix of horror/comedy.

Event Horizon.
If we are just going by how much they scared me at first viewing. Granted, I was in jr high at the time, but it scared the bejesus out of me.
The Shining isn't really "scary", it's more of a psychological thriller, but as a FILM it blows everything else in this genre out of the water.

It would be between Halloween, The Descent, and The Thing (1982). My answer would probably be liable to change from one day to the next.
But it's definitely down to those 3 because they all do what horror movies should do and that's not put out a bunch of gore and torture porn, but provide suspense. Suspense makes great horror movies. Too bad Hollywood seems to have forgotten that.
