Killing Fredo was necessary to the survival of the Corleone Family.

Fredo was a fool who had already been tricked into betraying the Family. Michael couldn't take a chance that it might happen again.

There was a foreshadowing of all of this in the first movie when Fredo took up for Moe Green against Michael and Michael warned Fredo to never take sides against the Family again.

So was it more cold-hearted or less cold-hearted to allow Fredo to live while Momma was around? It protects Momma from burying another son, but Fredo is meek and humbled by this point - just living out his days at the protected Lake Tahoe compound praying Hail Mary's and fishing.

It was a mixture of business and personal.

Killing him was a business decision. At the same time, Michael wasn't going to hurt his mother.

If you've ever read the book, Michael was the coldest hearted of the three brothers. Sonny was the hothead, Fredo was the weakling, Michael was cold. In that respect, he was the most logical choice to replace his father as Don, even though it was something that Vito had never wanted.

Yep, I've read the book, a few times actually, but it's been a while.

This was well portrayed in the movies as well.

Fredo was weak and jealous. He went to Vegas and immediately got caught up in a plot to betray the family. He goes to Florida and Cuba and the same thing happens.

The right thing to do was kill him, the smart thing to do was keep him close where he could be watched, the best thing to do was send him away forever

Fredo was gay. His actions were starting to become a liability for the family.
