Ramsay is at least clever and resourceful, while Joffrey is just a bitch and a retard, plain and simple. That puts Joffrey over him at least.

Well, I do agree with Stu.....I think.
Joffrey is hated because he tells the story through his actions and delivery. Ramsay over acts his lines using facial expressions and voice inflections. Yes, that is ok sometimes, but it's every line. To me, Ramasy is supposed to give off that crazy, with a little bit of bad arse. I see no bad arse in this character. Just the crazy.
That's the best explanation I can give.
