Swanson was about the fourth best character on a much lower level show. Scott easily.

Both are two of the best characters ever. With that said Id lean ever so slightly Scott but it's by a hair.

Michael Scott was the comedy driver on my favorite comedy ever. So him. And I do love Parks too. But Office circa 2007 was gold.
