Yeah, AMC does the split seasons thing for two reasons.
1 - Money - the actors contracts are based on seasons so they get by on a technicality and call the last 14 episodes one season but they split them up so they only pay the actors for one season but get the advertising revenue for what is really two shortened seasons.
2 - Awards. They get to submit one season over two years and two rounds of the Emmys and Golden Globes.

I saw that too. They first tried to only give him 6 episodes in each half and he said no way. As much as we all hate the seven episode thing, it will be nice next spring to be able to still have the show. I just think it was a really stupid decision because this show is not going to have this magic blow up like Breaking Bad did in between the halves. That is not going to happen. No way. Unless something completely insane happens to Don in the Part 1 finale.
They should have compromised and given the second half to us in the fall. This season ends in a month already and when that date comes I am not going to be happy.

I think after the success of breaking bad being separated into a split season that this will become a more frequent choice with the networks that have that freedom - like AMC.
