Lord of the Rings people I have a question

I just finished the second hobbit movie and I was wondering do they ever explain why the ring was made and by who? I've seen the LotR trilogy but I can't remember if they explain who and why the ring was made

wasn't it the intro of the 2nd movie (The Two Towers) that had the best explanation? of course in the books its when they get to Rivendell and start talking fellowship that Frodo starts to finally realize what he has been carrying around all those years.
