The most powerful? No. Top 5? Maybe. He saved several million civilians in less than a second once. He can run through time

He is a comic book character. He is as powerful as his story needs him to be.

DC has continuously increased his power level over time, and as of now The Flash is so OP it's ridiculous. Like, how is Cap. Boomerang or Mirror Master gonna stop someone who can travel so fast they can time travel, or throw a punch with the power of an exploding sun?

Yes he is... at full speed force power his speed is infinite, therefore can literally vibrate his hand inside another persons head and rip their brain out

So basically, at full potential, he can kill any other being with ease

Yes according to the DC comics under Geoff John, Flash, specifically Barry Allen, is the most powerful being in all of DC comic. He can alter reality at a whim, travel through times, and if he wants to kill any superhero with ease.

Don't know for sure but definitely gives Superman a run for his money as he's faster than the speed of light and Superman can't touch that kind of speed.

Professor X can kill anyone anywhere in the world from his wheelchair using his mind. His power is such that it's actually a glaring plot hole in the X-Men universe.
