Not sure what pictures you're looking at, but McShane's no more tan than many northern characters. I'm calling it: Randyll Tarly.

Yeah, he has to be Randyll Tarly, although I'm not sure why they are keeping that secret.
At first when I heard "mystery character" I thought The Sword of the Morning, but Ian is way too short. MAYBE Howland Reed but that doesn't make a whole lot of sense either (he's too old to be playing a flashback Howland).

Some people believe that the High Sparrow is secretly Howland Reed.
